Legal Services Corporation, Office of Inspector General

About LSC OIG

The LSC Office of Inspector General operates under the Inspector General Act. In 1988, Congress amended the IG Act and required LSC and about 30 other small, federally funded entities to establish independent Offices of Inspector General.

The OIG has two principal missions: to assist management in identifying ways to promote efficiency and effectiveness in the activities and operations of LSC and its grantees and to prevent and detect fraud and abuse. Thus, the OIG assists management in fostering and overcoming obstacles to good program management; it aids in the prevention of future problems; and it identifies and reports on current problems.

The Challenge

The Legal Services Corporation, Office of the Inspector General (LSC OIG) sought a vendor to help with the selection of and requirements gathering for a multi-user electronic records / document management system (DMS). The desired document management software needed to allow for nightly indexing, full text and keyword search, unit and office organization and adjustable document security. The software also needed to have an intuitive user interface and make identifying information by OIG grantees very easily accessible across multiple data sources.

The Solution

Hodgson conducted meetings with OIG to establish these specific goals for and attributes of the DMS and custom application integration:

  • Technical requirements
  • Technical architecture
  • Content elements
  • Database requirements

Hodgson worked with OIG to understand the exact needs of the DMS and provide a recommendation for the DMS product. In addition, Hodgson defined and recommended the network environment needed to support the DMS along with the integrated applications and data sources.

The definitions process culminated with the delivery of a “Requirements and Specifications” document outlining all the technical attributes of the DMS, including the custom applications and integrated data sources. In addition, Hodgson provided recommendations on content items, calls to actions and the overall information architecture (content structure) of the DMS.

Additional Deliverables

  • Overall Information Architecture for the website and DMS templates
  • Wireframes detailing page template content, functions and calls to actions
  • A task order including timeline, scope, costs and development plan
